Fullerton Health is honoured to be appointed by the Singapore Ministry of Manpower (MOM) as the Anchor Operator for the West Zone under Singapore’s enhanced Primary Care Plan (PCP), with the new appointment commencing on 1 April 2027.
As the healthcare provider serving the West Zone, which is home to Singapore’s second-largest migrant worker population, Fullerton Health’s expanded presence will enable us to support the healthcare needs of approximately 100,000 migrant workers in the region.

Since the introduction of the PCP in 2022, Fullerton Health has worked closely with MOM, employers, dormitory operators and healthcare partners to improve migrant workers’ access to affordable, quality primary healthcare. Through our network of clinics, digital health capabilities and ecosystem partnerships, we have seen how timely and accessible care can encourage early intervention, improve health outcomes and support overall wellbeing.
Under the enhanced PCP, migrant workers will benefit from improved access to primary healthcare through preventive and primary healthcare services including health screenings, multilingual support, telemedicine consultations and stronger continuity of care. The programme also introduces greater affordability and convenience through standardised consultation co-payments, appointment booking systems and lower capitation rates, alongside a streamlined enrolment portal. Together, these enhancements support timely access to care while helping employers maintain a healthy and productive workforce.
As part of our ongoing efforts to enhance service delivery, Fullerton Health will establish a new Tuas South Zonal Medical Centre to improve healthcare accessibility for migrant workers. Strategically located near the Tuas Mega Port, the facility will better serve the growing healthcare needs of migrant workers living and working in the surrounding area.
